The FCC's Do Not Originate (DNO) Order (officially the Eighth Report and Order from Feb 2025) significantly expands requirements for all U.S. voice providers to block calls from numbers that shouldn't make outbound calls, like invalid numbers, unused lines, and inbound-only government/private lines (e.g., toll-free numbers). Previously limited mostly to gateway carriers, this now applies across the entire call path, aiming to stop more scam calls by blocking them at any stage, with an effective deadline of December 15, 2025, for implementation. 

 

Key Aspects of the Order:

 

  1. Expanded Scope: All voice providers (not just gateways) must block calls from a "reasonable" DNO list, closing loopholes.

  2. What's on a DNO List: Includes invalid, unallocated, unused numbers, and inbound-only numbers (like toll-free or government lines) requested for blocking.

  3. Purpose: To stop illegal robocalls, especially those spoofing bank or government numbers, which often use these non-originating numbers.

  4. Standardized Notification: A new code (SIP 603+) must be used to tell callers their IP-based call was blocked due to analytics, improving clarity.

  5. Effective Date: The new rule becomes effective for providers 90 days after publication in the Federal Register, with the general date set for December 15, 2025.

In Simple Terms:

The FCC is making every phone company responsible for stopping calls from numbers that should never dial out, like a bank's 1-800 number or an invalid number, ensuring these scam attempts are blocked earlier in the network, not just by the entry point.
